Relating to state government; authorizing chartered performance organizations within state agencies to deliver designated services through a process granting wholesale administrative flexibility in exchange for a commitment to measurably better results for the population served; requiring agency commissioners to prescribe the goals and direction of and to draft charters for the performance organizations, charters to be approved by the commissioners of administration and employee relations, specifying certain minimum charter content requirements; providing for management of the organizations by chief operating officers, requiring and providing for agency commissioners appointment of the officers; requiring and providing for annual performance agreements between the commissioners and the chief operating officers; providing for officer compensation and requiring annual officer reports to the commissioners and the legislature; providing for organization employees; specifying certain performance management system requirements, requiring and providing for maintenance of individual accountability and for effectiveness; requiring chief operating officers to establish an awards program to provide incentives for and recognition of organizational, group and individual achievements; exempting the organizations from certain rulemaking and procurement requirements; requiring the governor to select a certain number of agencies to form chartered performance organizations as a pilot, requiring a report to the legislature by the commissioners of administration and DOER on the pilot (je)
