Reorganizing the Minnesota center for crime victim services as a division of the department of public safety, requiring the commissioner of public safety to appoint the director of the center and authorizing commissioner grants to governmental units or public or nonprofit entities for crime victims services; transferring powers and duties of the commissioner of corrections relating to victims services and rights to the commissioner of public safety and the director of the center including authority over the general crime victims and sexual assault advisory councils; repealing the statewide program developed by the commissioner of corrections to aid victims of reported sexual attacks and certain duties of the commissioner relating to battered women, crime victim crisis centers and the crime victim services roundtable (ra)
