Restructuring the nuclear waste council, requiring the commissioner of commerce to establish the nuclear waste security council to review objective information and analysis of nuclear waste issues and to develop state policy relating to the disposal, storage and transportation of nuclear waste; designating the commissioner as chair of the council and modifying membership requirements; specifying certain duties of the council; requiring the office of strategic and long range planning to provide staff for the council and requiring other member agencies to cooperate with the council in the performance of duties; requiring assessment of the public utility operating nuclear electric generating facilities in the state for administrative costs of the council, deposit and appropriation requirements; authorizing council creation of advisory task forces; requiring the commissioner of health to develop a plan to protect citizens after exposure to radiation following leakage of radiation from a nuclear electric generation facility, specifying certain plan content requirements and requiring annual submission to the legislature; requiring the commissioner of public safety to prepare and implement a plan to protect the security of nuclear power plants for annual submission to the legislature (ra)
