Relating to education; requiring licensed teachers and nonlicensed community experts to prominently display a license or credential copy in the instructional area or school office; requiring evidence of reasonable progress toward licensure for and limiting the duration of service by nonlicensed teaching personnel; requiring school districts annual notice parents or guardians of students receiving instruction from nonlicensed community experts; establishing a credential for education paraprofessionals, requiring the board of teaching to adopt rules to implement an optional credential and specifying individual qualification requirements; delaying the effective date and increasing the grant limit under the program to promote professional teaching standards; appropriating money to the department of children, families and learning for professional teaching standards grants, for grants to teachers applying for national board for professional teaching standards certification and for resource grants (ra)
