E Relating to public safety ARTICLE 1 PUBLIC SAFETY MISCELLANYClarifying the definition of motor vehicle and modifying the definition of fleet for motor vehicle registration purposes; eliminating the exemption from registration requirements for motor vehicles owned and used by honorary consul and certain language referring to motor vehicles of a defunct make under collector vehicle registration requirements; consolidating and clarifying certain motor vehicle and parts dealer, scrap metal processor, salvage pool business and motor vehicle lessor, wholesaler, auctioneer and broker licensing requirements and defining registration year for dealer licensing purposes; creating a limited used vehicle license category for certain nonprofit charitable organizations; specifying certain additional conditions requiring dealer license denial and eliminating the partial initial annual fee payment provision; requiring dealer advertisements to include the dealer license number; modifying and clarifying certain motor vehicle titling requirements; exempting vehicles not originally constructed primarily for use on public roads and highways from the requirements; requiring a written certification at the time of title application for specially constructed or reconstructed vehicles of compliance with vehicle safety and acceptability requirements for road and highway operation; specifying certain lien satisfaction notice requirements; modifying and clarifying certain requirements for the registration of bicycles, changing proof of purchase requirements to proof of ownership; clarifying and modifying the requirement for certain vehicles to stop at railroad crossings, prohibiting gear shifting while crossing the tracks; modifying the plate or sticker display requirement for certain small trailers; modifying and clarifying certain requirements for instruction permit, drivers license and identification card applications; modifying the exemption from commercial drivers license requirements for certain snowplow drivers and expanding certain commercial drivers license disqualification provisions; granting the commissioner of public safety certain rulemaking authority; repealing a certain provision placing certain conditions on the issuance of limited drivers licenses ARTICLE 2 MOTOR CARRIER FUEL TAXModifying, clarifying and reorganizing motor carrier fuel tax provisions; providing for the interstate compact, taxing authority, the motor carrier fuel license, fees and decals, motor carrier records, auditing and reporting, temporary fuel permits, violations and enforcement by the commissioners of public safety and transportation (DOT) and the state patrol; granting the commissioner of public safety certain rulemaking authority; repealing the existing statutory provisions governing the road tax and the fuel tax compact (ra, ja)
