Relating to public administration, authorizing expenditures to acquire and improve public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement, for renovation of Nicholson hall, the mineral resources research center and Northrup auditorium and for construction of a translational research facility and a teaching and technology center on the Minneapolis campus, for construction of a containment greenhouse and for renovation of the veterinary diagnostic laboratory on the St. Paul campus, for replacement of Bede hall on the Crookston campus, for construction of a laboratory science building on the Duluth campus, for renovation of the social science building and for installation of student housing facilities fire protection systems on the Morris campus, for classroom improvements and for construction of research and outreach centers, to the board of trustees of the Minnesota state colleges and universities for HEAPR, for roof replacements, for mechanical and electrical systems and for certain improvements at the Alexandria, Dakota, Hennepin, Northwest, South Central, Southeast and St. Cloud technical colleges, at the certain work program and semiannual progress report requirements of the commissioner of natural resources and the board of soil and water resources and certain match requirements; authorizing the commissioner of administration to enter into a long term lease purchase agreement for the development of office facilities for the departments of health, agriculture and human services; extending the availability of certain prior appropriations; cancelling to the general fund certain prior appropriations to the commissioners of natural resources and trade and economic development and to the Minnesota historical society for certain projects; expanding certain building maintenance budget requirements and clarifying the bond proceeds expenditures reporting requirement of the commissioner of finance; authorizing the use of a certain percentage of the capital asset preservation and replacement account for design costs for eligible projects in anticipation of future construction appropriations; expanding the criteria for commissioner evaluation of local government unit requests for state project grants; exempting capital projects for park buildings owned by local government units in the metropolitan area from state predesign requirements under the department of administration; requiring documentation of reimbursable expenditures for payment under the local recreation grant program and a nonstate cash match for trail connections grants, authorizing local government unit trail lease or management agreements; requiring and providing for the board of water and soil resources to establish a program to purchase lake and river shoreland conservation easements from private landowners and to establish vegetative buffers on publicly owned degraded shoreland; establishing the greater Minnesota business development public infrastructure grant program to be administered by the commissioner of trade and economic development, requiring and providing for commissioner grants to cities outside the metropolitan area for a certain percentage of the capital costs of public infrastructure eligible economic development projects; creating greater Minnesota redevelopment accounts in the general and bond proceeds funds, specifying criteria for use and project eligibility, development authority grant application and DTED grant distribution requirements; increasing the individual connection funding limit for local government public facilities authority wastewater infrastructure grants under certain conditions; redirecting a certain prior grant to Hennepin county from an appropriation to the commissioner of administration for a building for the People, Inc. north side community support program to the MCDA and authorizing use for land acquisition or building construction; expanding the authorized uses of a certain prior appropriation to the adjutant general for the Minnesota military museum at Camp Ripley; reducing a certain prior appropriation to the public facilities authority for the wastewater infrastructure funding program and clarifying the source of a certain prior appropriation to the authority for the clean water partnership loan program; making technical corrections to certain previous capital improvement appropriations and bond authorizations and modifying a certain prior appropriation to the commissioner of finance for bond sale expenses; authorizing and providing for the sale of certain state owned property known as the government services center and parking ramp in Duluth to St. Louis county at the
