Appropriating money to the commissioner of administration and authorizing the issuance of state bonds to complete the design and construction of the world war II veterans memorial on the state capitol mall and to design and construct a public memorials informational kiosk on the mall; eliminating the match requirement from a certain prior appropriation to the commissioner for the memorial, authorizing the commissioner to accept donations from nonstate sources; requiring the deposit of donations and of unused appropriations in a separate account and providing an annual appropriation from the account to the commissioner of veterans affairs for maintenance of state veterans memorials (mk)
