E Relating to affordable housing; requiring annual building code reports to the department of administration to include separate fee totals for single family, multifamily and accessory dwelling units, defining accessory dwelling unit; requiring cities over a certain population with housing shortages identified by the federal department of housing and urban development (HUD) to adopt an accessory dwelling unit policy by ordinance, authorizing the policies to specify zoned areas permitting ADUs and to regulate the height, width, lot coverage, size, setback and parking requirements; authorizing cities to require conditional or special use permits for ADUs; requiring the housing finance agency (HFA) to encourage applications for grants or loans to aid in the construction, rehabilitation or conversion of structures to serve as ADUs for rental to persons meeting certain income limits, requiring a higher priority to ADU proposals promoting high energy efficiency; requiring the office of strategic and long range planning in coordination with the metropolitan council to develop and make available to local government units model ordinances for ADU development(ra, ja)
