E Modifying the statewide affirmative action program; changing the name of the program to the statewide equal employment opportunity and affirmative action program; defining certain terms; modifying and expanding affirmative action plan content requirements; requiring the commissioner of employee relations (DOER) to biennially prepare an affirmative action plan for the executive branch of state government, requiring annual updating of the goals; placing accountability for administering the program on agency heads; modifying certain duties of affirmative action officers; requiring state agencies to designate Americans with disabilities act coordinators with primary responsibility for working with agency staff to monitor, coordinate and resolve issues relating to reasonable accommodation requests and compliance issues; replacing agency affirmative action plans with agency workforce management plans and specifying certain requirements of the plans; requiring the statewide ADA program coordinator to periodically coordinate with the council on disability relating to reasonable accommodation plans and related issues; providing for the statewide affirmative action and workforce management plans to form the statewide affirmative action and equal employment opportunity plan to ensure identification of underutilizations and the design of action oriented programs to correct identified problems and attain established goals; eliminating certain provisions regulating missed opportunities; requiring the commissioner to use adverse impact analysis to ensure agency accountability and program integrity; requiring state agencies to monitor applicants, placements, promotions and terminations by race, sex and disability status by job category or group for the commissioner and to collect certain demographic data(mk, ja)
