E Modifying certain provisions relating to workers compensation; modifying the requirement for the appointment of a guardian or conservator for injured minors relating to the amount of permanent total or partial disability or supplementary benefits received, creating a presumption of parent as guardian and requiring the compensation judge to review cases of the receipt of benefits over a certain amount for lump sum or annuity payment determination purposes; requiring certain penalties imposed to be payable to the commissioner of labor and industry for deposit in the assigned risk safety account; specifying certain additional requirements for payments to estates of deceased employees; requiring and providing for annual paid indemnity loss reports to the commissioner and annual commissioner assessments of self insured employers and insurers for special compensation fund liabilities after determination of the amount needed, providing for refund of payments made in error; authorizing fund financial audits of premium reports and commissioner imposition of a penalty for failure to report; eliminating the requirement for the commissioner to develop a list of neutral physicians to be available for appointment for examinations purposes; restricting alteration of information on documents to be filed with the commissioner, penalties; modifying certain intervention procedures, providing for motions to intervene, modifying certain filing time limits and eliminating a certain proposed order requirement; requiring intervenors to attend administrative conferences, failure to appear at required conferences to result in the denial of claims for reimbursement; repealing the requirement for payments to the special compensation fund for total compensation payable for injuries (mk, ja)
