E Authorizing the northern counties land use coordinating board to initiate a pilot project to promote cooperative efforts among county, state, federal and local government units relating to land use management issues; requiring the office of strategic and long range planning to coordinate the activities of state agencies including the departments of agriculture, commerce, natural resources (DNR) and trade and economic development (DTED), the board of water and soil resources (BOWSR), the iron range resources and rehabilitation (IRRRB) and environmental quality (EQB) boards, the pollution control agency (PCA) and the office of environmental assistance; requiring the board to solicit cooperation with Canadian officials representing areas contiguous to the region and with organizations representing recreational, agricultural, mining, forestry and tourism interests within the affected boundaries of the board; encouraging participation by federal agencies; specifying certain objectives and requiring a board report to the legislature by a certain date on the status of the project, specifying a project completion deadline; requiring reimbursement of costs to the office of strategic and long range planning by the northern counties land use coordinating board or participating counties to be provided for in an agreement between the office and the board, agreement to be exempt from certain contract and hiring limits, requiring crediting of the reimbursements to the special revenue fund for appropriation to the office to carry out the agreement; authorizing the use of certain land in the city of Deephaven dedicated for park purposes for construction and maintenance of a fire station and other public safety related facilities and dedicating certain other lands for use as a park (ra, ja)
