Establishing limits for emissions from electric generating facilities; requiring the pollution control agency to require electric generating facilities to meet current new source performance standards under the federal clean air act as a condition of receiving a new or renewed air emissions permit, authorizing the PCA to waive the requirement for facilities converting to natural gas as a primary fuel source; requiring the PCA by a certain date to establish and implement a system for monitoring the quantity of pollutants emitted by electric generating facilities and to adopt rules establishing a schedule for specific changes in fuel, technology, pollution control equipment or operations at coal fired facilities permitting the attainment of the emissions limits and governing the appropriate disposal of mercury and other hazardous wastes recovered through emissions control methods or technology; authorizing the PCA to order public utilities to submit proposals for emissions reduction rider projects (mk)
