E Abolishing the department of economic security and renaming the department of trade and economic development the department of workforce and economic development; transferring the responsibilities of the department of economic security relating to rehabilitation services, unemployment insurance and state services for the blind to the department of trade and economic development and the responsibilities relating to disability determination services to the department of labor and industry; transferring the authority of the commissioner of economic security to distribute state or federal dislocated worker funds to the job skills partnership board and certain energy program duties to the department of commerce; expanding the mission of DTED and certain powers and duties of the commissioner; reducing the number of deputy commissioners in the new department; requiring state services for the blind to operate autonomously as a division in the department of workforce and economic development under the management of an assistant commissioner, requiring commissioner negotiation of a charter with the assistant commissioner for services for the blind and with the rehabilitation advisory council for the blind to carry out certain education and rehabilitation responsibilities, requiring the negotiations to include input from blind and visually handicapped individuals and specifying certain charter content requirements; restricting the authority of the commissioner of administration to transfer programs under a reorganization order to the new department; replacing the commissioner of trade and economic development as a member of the housing finance agency (HFA) with an additional public member; creating the Minnesota economic leadership team to be appointed by the governor with the advice and consent of the senate, specifying membership and responsibilities; delaying the effective date of a certain prior provision providing for the abolishment of the department of economic security and suspending the corresponding reorganization powers of the commissioner of administration; temporarily authorizing the commissioner of trade and economic development to appoint a designee to exercise the powers and responsibilities of the commissioner on the environmental quality board (EQB); specifying certain renumbering, cross reference change and term substitution instructions to the revisor of statutes (je, ja)
