Modifying certain provisions under the election campaign finance and public disclosure law; expanding the definition of campaign expenditure to presumably include costs incurred to design, produce or disseminate certain communications naming or depicting clearly identified candidates (issue ads); increasing the expenditure limits for constitutional officers and members of the legislature per election cycle and clarifying the expenditure limits for first time candidates; increasing certain contribution limits; regulating certain multicandidate political party expenditures; authorizing organizations or associations and corporations to contribute to political committees or funds to promote or defeat ballot questions without reporting obligations, prohibiting political committees or funds established to promote or defeat ballot questions from making contributions to principal campaign or political committees or political funds or party units; requiring political parties to agree not to make independent expenditures as a condition of receiving a public subsidy payment or issuing political contribution receipts (ra)
