E "Responsible Lending Act of 2002"; enacting restrictions on certain home loans by financial institutions; specifying certain prohibited acts and practices relating to high cost home loans, defining high cost home loan; prohibiting loan flipping, negative amortization, the refinancing of special mortgages or the financing of credit insurance with the loans; prohibiting lenders from charging fees for informing or transmitting to borrowers the balance due to pay off a home loan or to provide a mortgage release upon repayment; requiring the commissioner of commerce to develop a simple disclosure notice to be provided by lenders to applicants for high cost home loans, specifying certain notice content requirements; authorizing commissioner actions for enforcement, exempting unintentional errors from enforcement actions under certain conditions and loans made, purchased or sponsored by mortgage revenue bond or other loan programs sponsored by the federal or state government, local government units or certain charitable organizations; providing certain consumer remedies; severability clause (ra, ja)
