E Modifying certain duties of the Minnesota commission on national and community service, eliminating certain consultation and cooperation requirements including the requirement for the commissioner of children, families and learning to consult with commission members before selecting the executive director of the commission; authorizing the commission to create a private nonprofit corporation to serve as the board of directors and to delegate powers and duties under federal law or under the Minnesota youth works act to the corporation under certain conditions, providing for revocation; exempting the nonprofit corporation from laws governing state agencies or local government units, excepting the government data practices act, the open meeting law, certain salary limits and the public officials gift ban; transferring the unspent and unencumbered portion of a certain prior appropriation to the commissioner for the youthworks program to the nonprofit corporation; sunsetting the powers and duties of the commissioner relating to the commission (mk, ja)
