Requiring public utilities providing telephone service within an emergency telephone service area and providing service to nonsubscribers to allow access to 911 service and to update automatic location identification records accordingly; modifying the emergency telephone service fee, setting a range, requiring the commissioner of administration with the approval of the commissioner of finance to establish the amount of the fee, notice requirement; providing for timely certification of new or additional 911 service for telephone company reimbursement purposes; providing a transition period for reimbursement of certain previous provider costs; appropriating money to the commissioner of administration for recurring costs of the emergency telephone service; repealing certain obsolete system plan requirements of counties (mk)
