Providing for the operation of gaming machines by the state lottery; granting the director certain contracting authority relating to the procurement of gaming machines; restricting placement of the machines to the racetrack and specifying certain contract requirements; requiring set aside of a certain percentage of gaming machine revenues for horse racing purses and requiring transfer of a certain percentage of the set aside to the racing commission for breeders fund thoroughbred and quarterhorse and standardbred categories; prohibiting certain conflicts of interest; prescribing specifications for gaming machines and providing for examination and testing; regulating the awarding of prizes, prohibiting play by minors; requiring lottery director posting of the compulsive gambling toll free telephone number and establishment of a plan to identify problem gamblers and take appropriate action; requiring deposit of adjusted gross machine revenue into the lottery fund, authorizing crediting of certain percentages to the lottery operations account for procurement, operation, maintenance, promotion, advertising and placement of gaming machines, specifying certain limits and providing for payments to the city and county of machines location to offset increased services costs; prohibiting local regulations; granting the director access to criminal history data compiled by the director of gambling enforcement in the department of public safety on persons under contract with the lottery; providing for the appointment of personnel to conduct the games; creating the Minnesota fund for the deposit of certain remaining game revenues by the commissioner of finance, specifying certain reporting requirements of the lottery director and establishing an advisory task force to study and identify potential spending needs for the fund and report to the legislature by a certain date, specifying membership requirements; exempting game wagers from the provision voiding certain gambling debts for actions statute of limitations purposes (je)
