Relating to state governmentARTICLE 1 LIMITS ON PROFESSIONAL TECHNICAL SERVICE CONTRACTSRequiring the governor to reduce planned state agency expenditures on contracts for professional or technical services by a certain amount, requiring allocation of the reduction among the agencies; placing a moratorium on initial or renewal executive, legislative and judicial branch contracts for professional or technical services, exceptions; requiring the legislative auditor to review and report to the legislature by a certain date on professional or technical services contracting practices of the departments of human services, transportation, natural resources, administration, finance and revenue, specifying certain review requirements ARTICLE 2 CHANGES IN PROFESSIONAL TECHNICAL CONTRACTING PRACTICESRequiring the state budget to include a separate line listing by fund the total number of professional or technical service contracts, requiring the integration of detailed estimates into the budget information and proposals for each agency program, prohibiting presentation as a separate document; requiring certification prior to approval of initial contracts and possible extensions of contracts by state agencies, requiring state personnel to manage the contracts; requiring contractors in contracts involving development of information or communications technology or systems to include state employees in the development of the technology or systems for development and implementation facilitation purposes; limiting the duration of combined contracts and amendments, exceptions; providing for the establishment of an employment relationship for income tax withholding purposes; requiring the commissioner of administration to annually report to the governor and the legislature on single source contracts, specifying certain report content requirements(ra) (ra)
