Establishing the statewide school bus council to provide uniform bus transportation services for K-12 public schools, to purchase and maintain a fleet of school buses and equipment and to consult with the school bus safety advisory committee on school bus safety issues, specifying certain membership and reporting requirements; expanding school bus drivers training requirements to include the safe operation of communication and technology systems used in school buses; establishing a state school bus unit under the public employment labor relations act (PELRA); requiring the commissioner of public safety to meet and negotiate with the exclusive representative of the unit to be certified by the commissioner of the bureau of mediation services, procedure, specifying certain contract and representation responsibilities; providing coverage under the public employees retirement association (PERA) for school bus drivers and other members of the school bus unit; appropriating money to the commissioner of public safety for the council and appropriating money to the commissioner and authorizing the issuance of state bonds to purchase a fleet of school buses for use by the council (ra)
