Creating a human resources account in the general fund to meet the basic housing, food and health care needs of people in the state; authorizing commissioner of health special grants to community health boards or nonprofit corporations to establish, operate or subsidize clinic facilities and services to provide community health services in underserved areas of the state, specifying certain grant recipient application, reporting and recordkeeping requirements; appropriating money in the account to the housing trust fund account in the housing development fund for use by the housing finance agency (HFA) for low income housing, to the commissioner of economic security for supplemental food grants and to the commissioner of health for community clinic grants; authorizing commissioner of economic security grants to community foodshelves or other nonprofit programs distributing food or meals without charge to needy individuals or families, specifying certain grant recipient application, reporting and recordkeeping requirements and authorizing commissioner rules setting recipient eligibility criteria; requiring the director of the state lottery to adopt game procedures for games based on the results of sporting events (sports pool games) to fund the grant programs (mk)
