Requiring the commissioner of health to establish and maintain a registry of biological agents to identify agents possessed and maintained by persons in the state, defining biological agent; specifying certain possessor reporting requirements; requiring the commissioner to adopt rules to administer the registry, collect information, distribute data and establish a system of safeguards and a reporting process; specifying certain rule content requirements; classifying data in the registry and authorizing release for certain investigation purposes; authorizing commissioner imposition of a civil penalty for noncompliance with the requirements; requiring the commissioner to charge registrants an annual fee to administer the program, requiring deposit in the special revenue fund (mk)
