Relating to natural resources; canceling permits to cut and remove timber sold at public auction not signed by the purchaser within a certain number of days of the date of purchase, requiring forfeiture of the down payment to the state; modifying a certain provision providing for an alternative to bond or deposit requirements for the permits; creating a prairie chicken hunting license; requiring the commissioner of natural resources (DNR) to determine the establishment of an open season and the number of licenses to be issued, specifying license eligibility and application requirements, fee; authorizing the commissioner to conduct a separate selection for a certain percentage of the licenses to be issued in an area, specifying eligibility requirements; authorizing the commissioner to prescribe requirements for the tagging and registration of prairie chickens; creating certain additional classes of turtle licenses including a recreational turtle license and a sellers apprentice license, specifying fees and modifying certain license requirements and prohibited taking methods; prohibiting interference with commercial or recreational turtle operations; authorizing commissioner rules and restrictions necessary for the conservation of turtles; modifying certain limits on the taking of snapping turtles; eliminating previous hunting licenses as evidence indicating completion of a hunter safety course; granting the commissioner certain enforcement authority relating to aquatic vegetation or organisms harvesting or destruction without a permit or in violation of the terms of an issued permit, authorizing the commissioner to require restoration or replacement of vegetation lost due to unauthorized activities, authorizing requests for review and appeal, imposing certain surety bond requirements on persons or entities other than public authorities demanding a public hearing and specifying certain filing time limits, authorizing commissioner waiver of the bond requirement and providing for the payment of hearing costs; imposing a penalty for violation of orders relating to aquatic plant harvesting permits; repealing the authority of the commissioner to lease state lands for the cultivation and harvesting of decorative trees and to issue permits to take turtles with the use of artificial lights in designated waters and certain experimental trout stream restrictions(je)
