Providing for the funding of kindergarten through grade 12 education programs and services ARTICLE 1 GENERAL EDUCATIONExpanding the provision authorizing parents or guardians to voluntarily surrender to and from school transportation privileges; modifying the date for charter school notice of intent to provide transportation for enrolled students, granting school boards of school districts providing transportation for charter school students sole discretion, control and management over transportation issues; modifying the general education and transportation revenue formulas for charter schools relating to the transportation transition allowance; continuing the basic skills revenue formula and eliminating certain revenue reservation requirements; increasing the district equity gap; authorizing and providing for school districts to apply to the commissioner of children, families and learning for additional second tier referendum equalization aid under certain conditions and specifying certain aid and levy limits; eliminating certain assumptions in the calculation of referendum tax base replacement aid; removing the exclusion of certain districts from the calculation of the general education aid county apportionment deduction; increasing the tax rate for statutory operating debt levies; clarifying the authority of the commissioner to reduce or withhold state aid for noncompliance with state laws prohibiting discrimination; modifying the funding option for area learning centers relating to the charging of tuition; increasing the net tax capacity rate for independent school district 625, St. Paul for payment of severance pay obligations; specifying certain numbering instructions to the revisor of statutes; repealing the state total limited English proficiency (LEP) programs revenue formula, the definition of equalizing factor for general education revenue purposes, the general education levy equity formula, the interactive television (ITV) levy, certain school districts tax rate adjustments and certain previous changes to the referendum equalization levy ARTICLE 2 EDUCATION EXCELLENCEChanging the teachers of color program to the multicultural educators program; eliminating the requirement for the commissioner of children, families and learning to periodically report on and evaluate the effectiveness of site management agreements on a statewide basis; modifying certain reporting and eliminating certain standards adoption requirements of school districts limiting the enrollment of nonresident students; expanding the definition of eligible institution under the post-secondary enrollment options program to tribal colleges and clarifying the definition of alternative pupil relating to information reporting requirements; eliminating the requirement for students enrolling in the PSEO program to designate courses for secondary or post-secondary credit and changing the ownership of textbooks and materials under the program to the post-secondary institution; requiring school district and cooperative center reporting of career and technical education data to the department of children, families and learning; delaying the effective date of the requirement for the basic skills test to include items to allow students to demonstrate computational skills without using a calculator; authorizing the commissioner to amend certain rules relating to the profile of learningARTICLE 3 SPECIAL PROGRAMSExpanding the meeting requirement relating to the suspension of students with disabilities; requiring the department of children, families and learning to enforce federal and state laws, regulations and rules for special education; expanding the requirement to provide special instruction for children with disabilities to all entities providing public education; eliminating the authority of school districts to override the refusal of parents or guardians to consent to the placement of children in special education programs; clarifying the definition of individualized family service plan under the interagency early childhood intervention system and making participation in the mediation of special education disputes voluntary; clarifying the responsibility of service cooperatives and education districts to allocate expenditures for special education programs among participating school districts ARTICLE 4 FACILITIES AND TECHNOLOGYReducing the health and safety levy; modifying the levy formulas for the payment of principal and interest on certificates, notes or bonds issued for the purchase of certain equipment or for certain capital projects; changing the building construction down payment program to the capital project referendum program; modifying the maximum effort debt service levy formula and the reduction requirement; expanding capital loan eligibility and increasing the amount limit; modifying certain debt service levy resolution requirements ARTICLE 5 NUTRITION AND OTHER PROGRAMSProviding for the sharing of data on individuals approved for free and reduced price school meals among the commissioners of children, families and learning, human services, health, economic security, housing finance (HFA) and revenue for certain certification purposes; excluding nondesignated addresses of licensees from classification as public data for disciplinary action records purposes; modifying access to welfare data by the department of children, families and learning; authorizing school districts to offer cocurricular activities for credit; modifying the basis for recording extracurricular activities revenues and expenditures; modifying requirements for school district submittal of special operating plans to reduce deficit expenditures; modifying and clarifying certain requirements under the school milk program; defining net unreserved general fund balance for school funding purposes; requiring the commissioner of children, families and learning to establish a commission on school district organization to study and make recommendations to the governor and legislature by a certain date on a governance structure for kindergarten through grade 12 school districts to best provide administrative efficiency and effectiveness, to maximize opportunities, program offerings and learning support for students and to support parental involvement at school sites, specifying certain membership and staffing requirements; repealing the definition of net unappropriated operating fund balance for school funding purposes (ra)
