Relating to health and human servicesARTICLE 1 LEAVE NO CHILD BEHIND; HEALTHY STARTRequiring the commissioner of health to develop a comprehensive asthma surveillance system to measure the prevalence of childhood asthma, to identify factors causing or exacerbating asthma and methods to prevent or minimize the severity of asthma and to provide data for use by asthma researchers; requiring the commissioner to specify the types of data to be reported and the standards for reporting the data, classifying and providing for release of data collected and maintained by the commissioner; authorizing the commissioner to adopt implementation rules and requiring certain biennial reports to the legislature; expanding medical assistance (MA) eligibility for families and children and providing for continued eligibility for children under a certain age; requiring the commissioner of human services in consultation with prepaid health plans to develop a certain financial incentive for preventive care for children under the medical assistance prepayment demonstration project and to use a modified sliding scale to calculate premiums for certain disadvantaged children enrolled in the MinnesotaCare program ARTICLE 2 HEAD STARTModifying eligibility for and the determination of family income for assistance amount calculation purposes under the at home infant child care program; requiring the commissioner of children, families and learning to establish a teacher education and compensation helps program to provide tuition scholarships and education as retention incentives to early child care and childhood education providers, requiring a grant to a nonprofit organization to administer the program, specifying certain program component requirements and establishing an advisory board, specifying membership representation requirements; modifying a certain prior appropriation to the commissioner for basic sliding fee child care assistance and appropriating money to the commissioner for the TEACH program ARTICLE 3 - FAIR STARTIncreasing the minimum wage required to be paid by large and small employers; creating a refundable child income tax credit ARTICLE 4 SAFE STARTProviding benefits under the Minnesota family investment plan (MFIP) to minor children after the 60 month time limit, providing for calculation and payment of the grant amount; basing relative custody and adoption assistance payment rates on the foster care rate, defining foster care rate; appropriating money to the housing development fund for the family homeless prevention and assistance program and to the commissioner of human services for relative custody and adoption assistance payments ARTICLE 5 FUNDING MECHANISMSCreating a children's account in the general fund and increasing the cigarette and tobacco products tax rates for deposit into the account; imposing a floor stocks tax on cigarette and tobacco products manufacturers or distributors for deposit in the general fund (mk)
