E Relating to public lands; authorizing the commissioner of natural resources (DNR) to acquire permanent stream easements for angler access, fish management and habitat work and providing for payment and for market value, requiring commissioner periodic review of easement payment rates for current shoreland market values reflection determination purposes; extending the Casey Jones state trail to certain additional portions of Murray and Pipestone counties including Lake Shetek state park and to Walnut Grove in Redwood county and providing for development of the trail as a multiuse multiseasonal dual treadway trail; establishing the Cuyuna Lakes state trail in Crow Wing and Aitkin counties as a multiuse multiseasonal dual treadway trail; increasing the size of tracts or parcels of tax-forfeited land bordering public water originally withdrawn from sale allowed to be sold without the approval of the commissioner; authorizing the continuation and improvement of substandard structures located in the lower St. Croix national scenic riverway; adding certain lands to Crow Wing state park in Crow Wing county and to Myre-Big Island state park in Freeborn county; deleting certain lands from Big Stone Lake state park in Big Stone county; adding certain lands to Richard J.
