Establishing the greater Minnesota business development public infrastructure grant program to be administered by the commissioner of trade and economic development (DTED); requiring commissioner grants to cities outside the metropolitan area for a certain percentage of the capital costs of public infrastructure eligible economic development projects, defining public infrastructure and specifying the purpose of the grants; specifying eligible and ineligible projects; requiring commissioner development of application solicitation and review procedures and grant awards on a first come first served basis; requiring certain set asides; specifying a grant amount limit; requiring commissioner cancellation of grants and the return of grant money for projects not completed within a certain period of time and appropriating returned grant money to the commissioner for additional grants; appropriating money to the commissioner and authorizing the issuance of state bonds for the grant program and for the redevelopment account and to the public facilities authority for wastewater infrastructure program grants (ra)
