Relating to the organization, operation and financing of state government; modifying appropriations for certain jobs, housing and economic development programs; providing a summary of fund transfers and appropriation reductions and cancellations; reducing appropriations to the department of trade and economic development (DTED) for business and community development, for the trade and tourism offices, for workforce development, for information and analysis and for administrative support and eliminating certain prior temporary assistance for needy families (TANF) funding for the pathways program; eliminating the base funding for Minnesota Technology, Inc.; reducing appropriations to the department of economic security for workforce services, to the housing finance agency (HFA) for the housing rehabilitation and accessibility, homeownership assistance fund and economic development and housing challenge programs and cancelling a certain prior appropriation for the manufactured home park redevelopment program and a certain transfer to the housing development fund to the general fund; reducing appropriations to the department of commerce, to the department of labor and industry for workplace services, to the bureau of mediation services and to the Minnesota historical society; changing the Minnesota investment fund to a revolving loan fund and directing repayments to the special revenue fund; making optional the requirement for the commissioner of commerce to inspect cosmetology salons and schools and eliminating the board of cosmetology; cancelling certain amounts in the Minnesota minerals 21st century fund and transferring the excess surplus in the workers compensation assigned risk plan to the general fund, specifying certain duties of the commissioners of commerce and finance; repealing the rural policy and development center fund, the film production jobs, health care and human services worker training and retention and displaced homemaker programs, the cosmetology advisory council and youth intervention program grants (ja)
