Relating to gambling; requiring the director of the state lottery to establish and operate a state run casino to be located in the metropolitan area, authorizing the director to acquire or lease a facility for temporary use until completion of a permanent facility; requiring the director to determine the types of gambling to be conducted at the casino and to prescribe game procedures; authorizing the director to contract with private vendors for goods and services; providing for casino employees, requiring the director to determine the occupations requiring licensure, specifying certain requirements for application and requiring applicant background investigations; providing for license revocation or suspension under certain conditions; regulating prizes; prohibiting play by minors; establishing a 21st century economic development fund, requiring the director to credit a certain percentage of net proceeds from the casino to the fund, authorizing use of money in the fund for arts programs, amateur sports facilities and programs, higher education scholarship programs and elementary and secondary schools telecommunications technology and equipment; authorizing designation of the casino as a smoking area; providing for payment of the in lieu sales tax on gross receipts; requiring the director to establish a casino operations account in the lottery fund for operating costs payment purposes; specifying certain conflict of interest prohibitions; appropriating money to the director for certain initial costs, requiring repayment from the state lottery fund (je)
