Providing for the consolidation of state and federal land holdings in northeastern Minnesota through land exchange to resolve certain management problems; specifying certain duties of the governor and attorney general relating to an agreement with the federal government for the expedited exchange of state owned land in the boundary waters canoe area wilderness for federal land located in the superior national forest outside the wilderness area, requiring consultation with the legislative advisory commission (LAC); specifying guidelines for discussions and the agreement; authorizing counties or cities owning lands within the BWCA to by resolution request the governor to include the lands in discussions relating to the land exchange; requiring the governor with the advice of the attorney general to execute deeds conveying the state lands; requiring the commissioner of natural resources (DNR) to recommend status classifications for lands received in the exchange to the land exchange board for approval; establishing the children's state forest within the exterior boundaries of the superior national forest outside the BWCA and providing for management and administration, providing for commissioner preservation or protection of unique natural features through suspension of management requirements, granting the commissioner certain eminent domain authority and authorizing management agreements with counties; requiring certain recommendations by the governor to the legislature under certain nonagreement conditions(mk)
