  1.1                          A bill for an act 
  1.2             relating to transportation; directing commissioner of 
  1.3             transportation to serve as chair and appoint members 
  1.4             of transportation advisory board; amending Minnesota 
  1.5             Statutes 2001 Supplement, section 473.146, subdivision 
  1.6             4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2001 Supplement, section 
  1.9   473.146, subdivision 4, is amended to read: 
  1.10     Subd. 4.  [TRANSPORTATION PLANNING.] (a) The metropolitan 
  1.11  council is the designated planning agency for any long-range 
  1.12  comprehensive transportation planning required by section 134 of 
  1.13  the Federal Highway Act of 1962, Section 4 of Urban Mass 
  1.14  Transportation Act of 1964 and Section 112 of Federal Aid 
  1.15  Highway Act of 1973 and other federal transportation laws.  The 
  1.16  council shall assure administration and coordination of 
  1.17  transportation planning with appropriate state, regional and 
  1.18  other agencies, counties, and municipalities.  
  1.19     (b) The council shall establish an advisory body consisting 
  1.20  of citizens and representatives of municipalities, counties, and 
  1.21  state agencies in fulfillment of the planning responsibilities 
  1.22  of the council.  The membership of the advisory body must 
  1.23  consist of: 
  1.24     (1) the commissioner of transportation or the 
  1.25  commissioner's designee; 
  1.26     (2) the commissioner of the pollution control agency or the 
  2.1   commissioner's designee; 
  2.2      (3) one member of the metropolitan airports commission 
  2.3   appointed by the commission; 
  2.4      (4) one person appointed by the council to represent 
  2.5   nonmotorized transportation; 
  2.6      (5) one person appointed by the commissioner of 
  2.7   transportation to represent the freight transportation industry; 
  2.8      (6) two persons appointed by the council to represent 
  2.9   public transit; 
  2.10     (7) ten elected officials of cities within the metropolitan 
  2.11  area, including one representative from each first-class city, 
  2.12  appointed by the association of metropolitan municipalities; 
  2.13     (8) one member of the county board of each county in the 
  2.14  seven-county metropolitan area, appointed by the respective 
  2.15  county boards; 
  2.16     (9) eight citizens appointed by the council, one from each 
  2.17  council precinct; and 
  2.18     (10) one member of the council, appointed by the council. 
  2.19  The council commissioner of transportation shall appoint a 
  2.20  the members described in clauses (3) through (10) and shall 
  2.21  serve as chair from among the members of the advisory body.
