Appropriating money to the commissioner of children, families and learning and authorizing the issuance of state bonds for grants to local government units to design, furnish, equip, renovate, replace and construct parks and recreation facilities and school facilities to provide youth in certain grades with regular enrichment activities during nonschool hours; authorizing lease of the buildings or facilities to nonprofit community organizations; requiring use of the grants to expand the number of children participating in enrichment programs or to improve the quality or range of program offerings; requiring a priority for collaborative proposals and for school attendance areas with high concentrations of children eligible for free or reduced school lunch, specifying certain proposal content requirements; requiring the commissioner in awarding the grants to consider certain regional distributions (ra)
