Relating to public administration, authorizing expenditures to acquire and improve public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement, for renovation of Jones and Nicholson halls, for construction of a translational research facility and for design of a teaching and technology center on the Minneapolis campus, for certain greenhouse construction, renovation and demolition and for renovation of the veterinary diagnostic laboratory on the St. Paul campus, for replacement of Bede hall on the Crookston campus, for construction of a laboratory science building on the Duluth campus, for renovation of the social science building and for installation of fire protection systems in student housing facilities on the Morris campus, for classroom improvements systemwide and for construction of certain research and outreach centers at the Crookston northwest ROC, at the Grand Rapids north central ROC and at the Waseca southern ROC and an environmentally friendly swine farrowing demonstration facility at the west central ROC facility, to the board of trustees of the Minnesota state colleges and universities for HEAPR and for certain improvements at the Alexandria, Dakota, Hennepin, Northwest, South Central, Southeast, St. Cloud and St. Paul technical colleges, the Century, Lake Superior, Minneapolis, Minnesota West and Ridgewater rehabilitation board (IRRRB) for a guest services facility for the Mesabi trail, to the housing finance agency (HFA) for homeless veterans and transitional housing loans and grants, to the Minnesota historical society for historic site asset preservation, for county and local preservation grants, for Sibley house and Fort Snelling historic site renovations, for a grant to Jackson county to construct the historic Fort Belmont and for grants to the New Brighton area historical society to renovate the Long Lake regional park caboose and history center and to the city of Pipestone for capital improvements to the Pipestone county museum and to the commissioner of finance for bond sale expenses; specifying certain match requirements and providing for the continued availability of certain prior appropriations; requiring the board of regents of the university of Minnesota to biennially report to the legislature project savings and reallocations for HEAPR, to give preference to construction contractors employing state residents and to purchase products manufactured in the state for use in design build construction projects; authorizing the commissioner of administration to enter into long term lease purchase agreements for the development of office facilities in St. Paul for the departments of health, agriculture and human services; requiring the PCA to rank wastewater projects based on certain criteria and report to the legislature by a certain date; cancelling certain prior appropriations to the commissioners of children, families and learning, economic security, natural resources, trade and economic development and administration and to the Minnesota historical society for certain projects and reducing certain bond sale authorizations accordingly; expanding certain building maintenance budget requirements, clarifying the bond proceeds expenditure annual reporting requirement of the commissioner of finance, authorizing use of money from the capital asset preservation and replacement account for project design costs in anticipation of future funding from the account and expanding the criteria for commissioner evaluation of local government unit requests for state projects grants; requiring a commissioner of administration inventory of state owned land; authorizing the commissioner, the board of regents of the university of Minnesota and the MnSCU board of trustees to temporarily solicit and award design build contracts for certain projects, sunset, requiring creation of a panel to evaluate the use of design build procedures; providing for designer selection board or commissioner selection of design builders for state projects and for recommendations for design builders to the board of regents and the MnSCU board, requiring notice to the designer selection board of unsatisfactory design builder performance; requiring predesign, design and construction projects to include consideration of the state correctional industries (MINNCOR) program in predesign planning and product specifications; exempting capital projects for park buildings owned by local government units in the metropolitan area from state predesign requirements; specifying the design build contracting authority and duties of the commissioner, the board of regents and the MnSCU board and certain design builder licensing requirements and providing for the development of design criteria, for the solicitation of proposals, for the evaluation of design builder qualifications and for the awarding of the contracts; requiring documentation of reimbursable expenditures for payment under the local recreation grant program for natural and scenic areas and trail connections and a nonstate cash match for trail connection grants, authorizing local government unit trail lease or management agreements; requiring and providing for the board of water and soil resources to establish a temporary shoreland protection program to acquire conservation easements in environmentally sensitive lake and river shoreland areas from private landowners, authorizing grants to local soil and water conservation districts or local government units; establishing the greater Minnesota business development public infrastructure grant program of DTED grants to cities outside the metropolitan area for certain eligible economic development projects, specifying application requirements and a maximum grant amount; creating greater Minnesota redevelopment accounts in the general and bond proceeds funds, specifying criteria for use and project eligibility, development authority grant application and DTED grant distribution requirements; authorizing the use of library accessibility grants for building additions under certain conditions; authorizing the use of a certain percentage of an appropriation for HEAPR for project design costs in anticipation of future funding; clarifying the authority of the MnSCU board to purchase property for the development of state colleges; establishing a local road improvement fund consisting of a trunk highway corridor projects account and a local road account for commissioner of transportation grants or loans to cities, counties and towns to assist in paying the local share of certain trunk highway projects and the costs of constructing city streets, county highways or town roads with statewide or regional significance, specifying certain advisory committee and grant procedures and criteria establishment requirements; increasing the membership of the amateur sports commission; authorizing and providing for the Hennepin county board to solicit and award design build contracts for facility or road construction projects based on a best value selection process, sunset; modifying certain provisions relating to certain programs under the jurisdiction of the public facilities authority; transferring the requirement for annual preparation and submission to the federal environmental protection agency (EPA) of an intended use plan for the water pollution control revolving fund from the pollution control agency to the authority, requiring the PCA to provide the authority with a prioritized list of wastewater and storm water projects for funding consideration; specifying certain eligibility requirements for placement on the intended use plan and requiring the authority to offer local government units seeking placement on the plan an opportunity to review and comment on the plan before adoption, authorizing amendment of the plan for additional projects upon determination of the availability of funds; modifying certain provisions under the wastewater infrastructure funding program; stating the purpose of the program; requiring the authority to establish a wastewater infrastructure fund for grants and loans purposes; modifying project funding eligibility and program administration requirements; specifying types and amounts of assistance, requiring supplemental assistance for certain significantly increased construction and installation costs to reduce the amount of the loan from the water pollution control revolving fund exceeding a certain percentage of the market value of the properties; authorizing the deferral of special assessments levied to repay the loans; modifying loan repayment requirements; removing an exception to the limit on supplemental assistance; changing the date for the biennial report by the authority to the legislature on funding needs; modifying certain local system replacement fund requirements; requiring applications for projects in unsewered areas to include a certification from the county of project location of consistency with adopted comprehensive land use and local water plans; increasing the bonding authority of the public facilities authority; authorizing the Minneapolis park and recreation board to enter into an agreement to operate the Fuji Ya restaurant property as a restaurant or entertainment facility to benefit the great river road project; authorizing the addition of a certain amount in nonstate money to the American Indian history center project at Bemidji state university; authorizing the commissioner of veterans affairs to accept donations from nonstate sources for the world war II veterans memorial, eliminating the match requirement; expanding the authorized uses of a certain prior appropriation to the adjutant general for the military museum at Camp Ripley; reducing a certain prior appropriation to the public facilities authority from the general fund for the wastewater infrastructure funding program and clarifying the source of a certain prior appropriation to the authority for the clean water partnership loan program; making technical corrections to previous capital improvement appropriations and bond authorizations; modifying a certain prior bond sale schedule; prohibiting metropolitan council, DOT and regional rail authority actions or expenditures for study, planning, preliminary engineering, final design or construction of the Dan Patch commuter rail line; requiring the commissioner of transportation to convene a multiagency working group on DM E rail project mitigation, specifying duties and requiring a report to the legislature by a certain date; providing an exemption from the professional or technical contracts moratorium for authorized projects; authorizing and providing for the sale of certain state owned real property known as the government services center and parking ramp in Duluth to St. Louis county at the request of the county board; requiring the Hennepin county board to report to the legislature by a certain date on the effectiveness of using the design build process for the northwest busway; correcting a certain previously enacted provision converting general fund expenditures for certain capital improvement projects to bond funds, reducing certain prior appropriations to the commissioners of children, families and learning and trade and economic development and increasing certain prior appropriations to the commissioner of administration; repealing the DTED redevelopment grant program and certain supplemental assistance and planning grant provisions under the wastewater infrastructure funding program (Ch. 393, 2002)
