Modifying certain protocols for nurses; providing for prescriptions and vaccines by protocol without referencing specific patients; authorizing certain clinical nurse specialists academically prepared in a specialty area with no available certification to before a certain date petition for waiver from the requirement for certification to practice advanced practice registered nursing, authorizing the board of nursing to require certification in a related specialty area, authorizing the board to grant temporary nonrenewable permits for supervised postgraduate clinical experience and to renew the waiver under certain conditions; authorizing the St. Louis county board of commissioners to amend the planned closure rate adjustment application under the nursing facility voluntary closure program to allow the transfer of a certain number of beds from a closing county owned facility to a hospital attached nursing facility in Aurora and to a certain facility in Duluth; authorizing the emergency medical services (EMS) regulatory board in cooperation with certain professional associations to establish a plan for the availability of epinephrine on emergency ambulance calls after a certain date, requiring the board to report to the legislature by a certain date on the success of the policy (Ch. 362, 2002)
