Relating to health; providing for emeritus registration with the commissioner of health for retired science practitioners; requiring the board of dentistry to contract with the Minnesota dental association or other appropriate and qualified organization to develop and operate a donated dental service program to provide dental care to public program recipients and the uninsured through dentists volunteering services, specifying certain program requirements and requiring the board as part of the contract to include specific performance and outcome measures required to be met by the contracting organization, authorizing use of funding for the program for administrative or technical support and specifying certain reporting requirements of the contracting organization; requiring the health related licensing boards administrative services unit to establish a volunteer health care provider program to facilitate the provision of health care services through eligible health care facilities and organizations to uninsured or underinsured persons, defining health care services and health care facility or organization, specifying certain facility or organization program participation eligibility requirements, requiring registration with the administrative services unit, liability insurance and certain agreements, requiring and providing for health care provider registration with the administrative services unit, specifying certain certified statement requirements, specifying the duration and providing for renewal, authorizing administrative services unit suspension or revocation of or conditions on eligibility for cause, requiring applicable state licensing boards to immediately notify the administrative services unit of the initiation of contested cases against registered health care providers or the imposition of disciplinary action, requiring the administrative services unit to purchase medical professional liability insurance for registered health care providers not otherwise covered; appropriating money to the board of dentistry to implement the donated dental services program and to the administrative services unit to pay for medical professional liability insurance coverage, requiring the unit in expending the appropriation to apportion among the boards of medical practice, dentistry and nursing an amount to be raised through fees by the respective board; providing an effective date for a certain provision providing for expansion of family community support services (Ch. 399, 2002)
