Relating to telecommunications; authorizing telephone companies to provide periodic account statements to customers in electronic format in lieu of paper format, requiring customer authorization in writing; changing the name of the telecommunications access for communication impaired persons program to the telecommunications access Minnesota program; requiring contracting with a qualified vendor in lieu of a local consumer group to operate and maintain the telecommunication relay system; creating an exception to a certain restriction on system operator relaying of messages; authorizing the city of Alexandria to enter into a joint venture with certain telephone and electric associations to provide local niche service including Internet services and point to point transmission of digital information (Ch. 329, 2002)
