Relating to insurance; making optional the forms and filings fee quarterly payment method; expanding the exceptions to the application of the provision regulating renewals of commercial liability and or property insurance policies with altered rates to changes in the risk insured; excluding dividends paid to parent company insurers from insurers under insurance holding company systems from consideration as income; modifying certain continuing education and reporting requirements for insurance agents and changing the date for nonrenewal of licenses due to failure to complete the education or reporting requirements; authorizing life insurers to increase premium rates for continuation coverage after a certain number of months of continued group coverage; authorizing the use of rates by accident and health insurance before approval, rates not approved or disapproved by the commissioner of commerce within a certain time period to be considered approved; establishing the loss ratio for accident and health insurance policies assessed at a lesser rate by the Minnesota comprehensive health association; expanding accident and health insurance reconstructive surgery coverage requirements to breast reconstruction following mastectomy, specifying certain coverage requirements and authorizing deductibles, copayments or coinsurance consistent with other benefits under the plan; providing a second six-month medicare supplemental insurance enrollment period for individuals voluntarily disenrolling from medicare part B due to reemployment; increasing the limit on premium rates for individual health plan coverage after group coverage; extending the time limit for certain persons terminated from health insurance coverage to enroll in MCHA with a waiver of preexisting conditions limit and modifying MCHA interim assessment authority; modifying certain requirements for employers wishing to jointly self insure, specifying a minimum participation period requirement, authorizing the imposition of a financial penalty for early termination and expanding the provision requiring compliance of joint self insurance plans with certain other laws; modifying certain provisions under the health care administrative simplification act, modifying the definition of uniform dental billing form, providing for the acceptance of electronic and paper claim transactions by group purchasers and modifying certain uniform health care reimbursement documents standards; authorizing small employers ceasing to qualify for the small employer market due to a change in the number of employees to continue in the market for a certain number of months after the change and limiting small employer renewal premium increases; eliminating the time limit on registration renewals and specifying a form requirement for initial and renewal registration applications by nonlicensed utilization review organizations; providing for external review of MCHA adverse determinations; clarifying and making temporary the prohibition on the offering of rebates; clarifying the provision providing for use of the security deposit in workers compensation private self insurers insolvency cases; providing for the application of certain licensing requirements for insurance producers, authorizing currently licensed insurance agents to continue to sell, solicit or negotiate insurance under the authority of the agents license; specifying a certain headnote change instruction to the revisor of statutes (Ch. 330, 2002)
