Relating to energy; decreasing regulatory requirements relating to eminent domain under the power plant siting act and to certificates of need for high voltage transmission lines of a smaller capacity; clarifying the authority of public utilities to pass on property tax savings through rate reductions; making technical corrections to certain provisions passed in the 2001 omnibus energy bill relating to wind energy conversion systems; placing a certain restriction on the selection of reliability administrators; extending the expiration date for certain procedural powers of the public utilities commission (PUC); requiring the department of administration to coordinate with the department of commerce in developing a comprehensive plan to maximize electrical and thermal energy efficiency in existing public buildings and extending the deadline for development of the plan; requiring the commissioner of commerce to identify and evaluate criteria for use by public utilities in evaluating and selecting bids submitted in a competitive bidding process for energy projects, requiring the commissioner to convene a series of forums for input from citizens and stakeholders and to present a report to the legislature by a certain date; authorizing the city of Duluth to use excess funds in home energy loan program accounts to reduce city energy consumption under certain conditions; specifying certain codification removal instructions to the revisor of statutes (Ch. 398, 2002)
