Relating to natural resources; imposing certain requirements on certain snowmobiles, outboard motors and all-terrain vehicles (ATV) purchased by the commissioner of natural resources (DNR); requiring the commissioner to amend certain permanent rules relating to public use of recreational areas for motor vehicles operating on forest lands, exempting vehicles used to carry out silvicultural activities from certain restrictions and authorizing commissioner variances for landowner access to private land; authorizing the commissioner to hire employees for operation and maintenance of the iron range off-highway vehicle recreation area; authorizing the commissioner to use a certain percentage of certain snowmobile trail maintenance and grooming grant money to reimburse intended recipients for the cost of snowmobile trail grooming equipment, conditions; authorizing counties to enact ordinances to raise speed limit for snowmobiles traveling on marked trails during daylight hours on certain large lakes subject to approval by the commissioner, specifying a maximum speed limit; appropriating money to the commissioner to maintain and monitor and enforce activities on lands and trails administered by the commissioner and open to recreational motor vehicle use and for environmental review on planned recreational motor vehicle trails, authorizing the hiring of employees(Ch. 355, 2002)
