Authorizing a city of Minneapolis joint venture with a private entity to construct, operate and manage an asphalt production facility without competitive bidding; requiring the city to issue a request for proposals and authorizing consideration of certain factors before entering into an agreement; requiring competitive bidding of construction contracts for the physical production facility and material inputs for asphalt production; providing for the protection of current employees of the city and of the private entity (Ch. 264, 2002)
