"Uniform Athlete Agents Act"; requiring and providing for the registration of agents for intercollegiate student athletes with the commissioner of commerce, exceptions, voiding contracts for failure to comply; prescribing the registration process, specifying certain application and application content requirements; providing for the acceptance of reciprocal applications or renewals of registration or licensure certificates; specifying the authority of the commissioner to issue registration certificates, authorizing refusal under certain conditions and providing for renewal; authorizing the commissioner to suspend, revoke or refuse to renew registrations for conduct justifying registration denial, specifying certain notice and hearing requirements; authorizing the issuance of temporary certificates during the registration period; specifying certain registration and renewal fees; prescribing the form and contents of the contract, nonconforming contracts to be voidable by the student athlete; requiring a record of the contract to the student and agent and student notice of the contract to the athletic director of the educational institution of student enrollment; providing a nonwaivable student athlete right to cancel, effect; specifying certain agent recordkeeping requirements, granting the commissioner certain inspection rights; specifying certain agents prohibited conduct, imposing criminal penalties for violation; granting educational institutions a private right of action against athlete agents or former student athletes for damages and imposing several liability on agents and former student athletes; authorizing the commissioner to impose a civil penalty on agents for certain violations, limit; providing for the effect, validity and enforceability of electronic records or signatures; severability clause (Ch. 332, 2002)
