Relating to data practices; authorizing the exchange of not public audit and law enforcement data between the state auditor and state agencies or local government units for audit or crimes investigation purposes; modifying certain education data sharing authority, regulating student records access rights of the juvenile justice system and specifying certain duties of school principals or chief administrative officers in responding to requests for access to information, authorizing parental objection, excepting data protected by court order; exempting school districts or employees providing data to the juvenile justice system from liability for compensatory or exemplary damages or attorney fee awards, subjecting members of the juvenile justice system falsely certifying requests for data to certain penalties; specifying the form for juvenile justice system member data requests; authorizing the dissemination of private or confidential personnel data to law enforcement agencies to report crimes or alleged crimes committed by employees or to assist law enforcement in investigating crimes committed or allegedly committed by employees; providing for the protection of identities in the sharing of not public data with the state auditor; requiring school principals or chief administrative officers to remove and destroy from student educational records probable cause notices relating to traffic violations under certain conditions, requiring the inclusion of copies of probable cause notices with educational records transmitted to another school, exceptions; defining school for records sharing purposes; providing for school access to peace officer records of children, specifying certain duties of school superintendents and principals and notice requirements and classifying the data received, requiring data deletion or destruction under certain conditions; requiring a copy of forms or procedures developed by the criminal and juvenile justice information policy group to the legislature by a certain date; expanding certain public employee or officer evidence of theft, embezzlement or unlawful use of public funds reporting requirements to charter commission members and expanding the reporting requirement to evidence of the misuse of public funds, requiring reporting to law enforcement as well as to the state auditor and authorizing the inclusion of not public data (Ch. 352, 2002)
