Requiring and providing for recitation of the pledge of allegiance to the American flag in public and charter schools; requiring the schools to annually set aside time for civics education including the history and reasons for reciting the pledge and to include in student handbooks or school policy guides a statement about student rights and responsibilities; authorizing annual waiver of the requirements by a majority vote of the school board or charter school board of directors; students or teachers objecting to participation to be excused without penalty; authorizing school or charter school boards waiving the requirement to recite the pledge to adopt a district or school policy relating to reciting the pledge of allegiance; requiring school districts to instruct students in the proper etiquette toward, correct display of and respect for the flag and in patriotic exercises, waiver authority (Ch. 391, 2002 - VETO)
