Relating to public administration; authorizing expenditures to acquire and improve public land and buildings and for other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the commissioner of children, familiesand learning for a metropolitan magnet school grant to independent school district 6067, Tri-district to complete construction of, furnish and equip the east metro middle school and for a capital loan to independent school district 2580, East central, to the commissioner of natural resources (DNR) for flood hazard mitigation grants including projects in the Red River basin, to the board of water and soil resources (BOWSR) for the Minnesota River basin conservation reserve enhancement program and for the acquisition of easements and of land for replacement of wetlands drained or filled due to public road projects, to the pollution control agency (PCA) for capital costs of response actions at qualified facilities under the closed landfill cleanup program, to the commissioner of administration for completion of certain repair work on the state office building and for upgrade of the primary electrical distribution system in the capitol complex, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation, to the commissioner of trade and economic development (DTED) for certain disaster grants to the cities of Eagan and Austin and for a grant to the St. Paul port authority for acquisition of the Trillium site and to the commissioner of finance for bond sale expenses, specifying certain bond sale schedule requirements of the commissioner; increasing the construction cost limit for exemption of capital projects exempt from certain review requirements and exempting certain local government projects from the requirements; modifying the match requirement for a certain prior appropriation to the commissioner of trade and economic development for a grant to Itasca county to design and construct a training and technology center; authorizing the use of a certain prior appropriation to the commissioner of natural resources to construct an office and service facility in Fergus Falls for acquisition, remodeling and refurbishment of the facility; reenacting certain corrections to certain previous bonding provisions(Ch. 12, 2001 First Special Session)
