  1.1                          A bill for an act 
  1.2             relating to international trade agreements; creating a 
  1.3             legislative commission on international standards; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 116J. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116J.976] [LEGISLATIVE COMMISSION ON 
  1.8   INTERNATIONAL STANDARDS.] 
  1.9      Subdivision 1.  [PURPOSE.] A commission is created to 
  1.10  review and notify the legislature of any executed or proposed 
  1.11  international trade agreements that may adversely affect any 
  1.12  Minnesota law.  The commission may make recommendations to 
  1.13  ensure that Minnesota's laws are not weakened by international 
  1.14  trade agreements.  The notice must be in written form and must 
  1.15  be sent to the majority leader of the senate and the speaker of 
  1.16  the house of representatives, and must be made available to the 
  1.17  general public. 
  1.18     Subd. 2.  [MEMBERSHIP.] Membership to the committee shall 
  1.19  include: 
  1.20     (1) .. members from the senate appointed by the committee 
  1.21  on rules and administration; 
  1.22     (2) .. members from the house of representatives appointed 
  1.23  by the speaker; 
  1.24     (3) the commissioner of agriculture or designee; 
  1.25     (4) the commissioner of labor and industry or designee; 
  2.1      (5) the commissioner of the pollution control agency or 
  2.2   designee; and 
  2.3      (6) the commissioner of trade and economic development or 
  2.4   designee.
