E Relating to human services; expanding consumer support program services for individuals with and families of individuals with functional limitations, requiring the commissioner of human services to contract with counties or other entities to provide consumer support grant services to residents of nonparticipating counties, specifying certain notice requirements and expanding procedures and criteria requirements to contracted agencies; extending a certain home care services hardship waiver eligibility provision under medical assistance (MA); clarifying the requirement for the commissioner to allocate resources for the home and community based waiver for persons with mental retardation or related conditions; prohibiting the commissioner of finance from reducing the spending forecast for the coming biennium under certain home and community based waiver services waiting list conditions, requiring the commissioner of human services to use funds resulting from a projected spending reduction to serve persons with developmental disabilities;requiring the commissioner to submit to the federal health care financing administration by a certain date an amendment to the home and community based waiver for the availability of consumer directed community support services in every county by a certain date; changing the date for annual reporting by the commissioner on county and state use of available resources for the waiver; modifying the legal representative participation exception(je, ja)
