E "Minnesota Dairy Supply Management Act"; establishing the milk control board to be appointed by the governor, specifying certain membership prohibitions, requiring housing in the department of agriculture for administrative purposes and requiring the commissioner of agriculture to serve as fiscal agent to the board; requiring and providing for the board to assess certain fees against dairy producers and distributors for administrative costs, requiring rules and deposit of the assessments in the milk price control account in the agricultural fund; requiring districts to elect producer committees to address producer issues and make recommendations to the board; requiring the board to establish minimum producer prices for the different classes of milk, specifying a minimum price per hundredweight for a certain class of milk and certain formula establishment requirements; providing for board establishment of a quota plan or a statewide payment pooling arrangement upon demonstrated need, hearing requirements; providing for enforcement, imposing penalties and authorizing fines for violations, requiring deposit of fines in the milk price control account and providing for certain remedies in the district court; specifying certain distributor recordkeeping requirements; severability clause (ra, ja)
