E Relating to agriculture; requiring motor vehicles purchased under the state procurement program to be of flexible fuel vehicles capable of using clean fuel upon availability, defining clean fuel as certain fuel containing a certain percent biodiesel; requiring the commissioner of agriculture to establish a program to encourage motor fuel retail outlets to install tanks, pumps and other equipment to dispense clean fuel, specifying certain program funds match requirements and limits; temporarily exempting certain fuels from gasoline and special fuels taxes and exempting clean fuel dispensing equipment and materials from the sales tax; appropriating money to the commissioner for the clean fuel development grant program, authorizing use of a portion of the appropriation for mass media broadcasts, public service announcements and consumer direct marketing to promote the use of clean fuel; appropriating money to the highway user tax distribution fund for the loss of certain tax proceeds (ra, ja)
