E Modifying certain provisions regulating the adoption by state agencies of administrative rules; authorizing agencies to withdraw portions of certain proposed rules; expanding a certain provision requiring the revisor of statutes to approve the form of rules to exempt or expedited rules and modifying the procedure for approval of rules and rule form, clarifying the notice publication requirement; eliminating the requirement to publish the membership of agency rule advisory committees in the state register; requiring the chief administrative law judge to reduce the time period before publication for good cause; clarifying certain notice requirements relating to the statement of need and reasonableness; requiring descriptions of proposed rules in mailed notices to be easily readable and understandable and requiring notices in the state register of proposed rules or rule amendments or repeals to include an easily readable and understandable summary of the nature and effect of the rules; eliminating the option of state agencies to notify certain persons not on agency lists of proposed rules; clarifying a certain provision providing for a comment period before the report of the administrative law judge; modifying the procedure for review of rule modifications; providing an exception to the requirements for advice on proposed rules for agencies opting or required to repeat the rule adoption procedure after rule withdrawal or for failure to publish a notice of adoption within the required time limit; clarifying the procedure for adoption of rules without public hearing and modifying certain requirements for the withdrawal of hearing requests, restricting the cancellation of hearings and requiring a repeat procedure under certain conditions; modifying certain copies requirements; clarifying certain requirements of the official rulemaking record and the force and effect of exempt rules (ja)
