Relating to emergencies ARTICLE 1 TORNADO RELIEFProviding for tornado disaster relief and other assistance for counties designated major disaster areas due to a certain tornado; appropriating money to the commissioner of public safety for grants to local government units for the applicant share of federal disaster assistance funds and for a grant to the Granite Falls municipal hospital for a digital paging system, to the commissioner of trade and economic development (DTED) for grants to project turnabout for capital expenditures, to the city of Granite Falls to assist with the cost of damage assessment, repair, replacement, extension or improvement of publicly owned wastewater and municipal utility service and drinking water systems and to local government units for the cost of lost interest earnings, to the commissioner of revenue for certain county tax abatement reimbursements and to the commissioner of children, families and learning for declining pupil unit aid for independent school district 2190, Yellow Medicine East; authorizing temporary waiver of state agency fees for affected areas with the approval of the governor; authorizing the commissioner of revenue to temporarily waive solid waste management taxes for construction debris from repair and demolition activities in affected areas; authorizing and providing for property tax abatements on certain tornado damaged property; providing a property tax valuation exclusion for improvements to certain damaged business property under certain conditions; extending the deadline for the filing of certain financial reports by cities or towns located in counties eligible for relief; providing for declining pupil unit aid for independent school district 2190, Yellow Medicine East for fiscal years 2001-2003 ARTICLE 2 FLOOD RELIEFAppropriating money for disaster relief and mitigation in designated disaster areas within the city of Eagan; appropriating money to the commissioner of public safety for grants to applicants for the local share of federal disaster assistance, to the commissioner of trade and economic development (DTED) for grants to assist with public infrastructure costs not covered by federal disaster programs and to the commissioner of natural resources (DNR) for grants to assist with the cost of mitigative storm drainage system improvement and other flood mitigation measures ARTICLE 3 MINNESOTA INVESTMENT FUNDAppropriating money to the commissioner of trade and economic development (DTED) for the Minnesota investment fund program to be used for financial assistance in the area contained in independent school districts 696, Ely, 2154 Eveleth-Gilbert, 2711, Mesabi East and 706, Virginia and the former independent school districts 708, Tower-Soudan and 692, Babbitt-Embarrass; authorizing the transfer of a certain amount of money to the iron range resources and rehabilitation board (IRRRB) to establish reserves for projects financed with occupation taxes ARTICLE 4 ENERGY ASSISTANCE FOR NURSING FACILITIES Requiring the commissioner of human services to by a certain date certify the heating fuel costs for medicaid certified nursing facilities for a certain rate year and medicaid certified nursing facilities to submit by the same date anticipated heating fuel costs for the rate year to the commissioner; requiring the commissioner to calculate the difference between the anticipated heating fuel costs and the certified costs and reimburse the nursing facilities for a certain percentage of the calculated costs, specifying a total expenditure limit; requiring the commissioner by a certain later date to certify the actual heating fuel costs for the facilities for a certain rate year and recalculate the reimbursement based on actual costs and to adjust the medical assistance (MA) operating cost per diem for a certain period by the amount of the difference between the estimated calculation and the actual costs; appropriating money to the commissioner for the emergency energy assistanceARTICLE 5 WAKOTA BRIDGEAppropriating money to the commissioner of transportation (DOT) for a grant to the city of Newport to match federal high priority transportation project funds and to pay the city share of right-of-way acquisition, road construction and other economic impact costs relating to the Wakota bridge reconstruction project (mk)
